Extended Producer Responsibility (EPR) Recommended Guiding Principles for Liquid Packaging Cartons in Low- and Middle- Income Countries

Designing effective Extended Producer Responsibility (EPR) systems in emerging markets is critical to accelerating the circular economy, but implementation needs to reflect the realities of local waste systems and value chains.

This publication builds directly on The Consumer Goods Forum’s 2025 paper on “Extended Producer Responsibility (EPR) for Packaging: Design and Implementation in LMICs“, which set out system-wide guidance across all packaging materials. This latest publication complements that earlier work by focusing in depth on one specific packaging format: liquid packaging cartons (LPCs). Rather than replacing the broader guidance, it translates those system-level principles into material-specific considerations, covering effective scheme design, stakeholder alignment across the value chain, and strengthening local collection, sorting and recycling infrastructure. Systemiq supported the development of the paper in collaboration with members of the CGF Plastic Waste Coalition of Action and external experts.
